Take a small ball of clay and mould it in shape of face. Add eyes and hair to it and carve the details. Insert a wire or eye hole pins through the top of head of the doll. Make dress by rolling a portion of clay with rolling pin and cutting out and shaping it in form of dress. Attach the dress and Cape, using Fevicol MR. Colour the details of dress and face using Acrylic colours. Let it dry for a couple of days. Let it dry completely.
